guide for foreign nationals: how to verify biometric data in the Gosuslugi app*
foreign nationals can use communication services only after confirming their biometric data
you will need to:
- obtain a SNILS (Individual Insurance Account Number)
- verify your account on the Gosuslugi portal
- submit biometric personal data at a bank
- validate your data linked to the current phone number in your Gosuslugi personal account
without this, using mobile services is not possible
if you have a SNILS
visit the nearest bank office, where you can create and verify an account on the Gosuslugi portal, submit and register biometric data (voice and face) in the Unified Biometric System
you will need:
- original passport and its notarized translation (citizens of the Republic of Belarus do not need a notarized translation of their passport)
- SNILS (Individual Insurance Account Number)
- email address or a phone number from a Russian operator
if you don’t have a Gosuslugi account and SNILS or you do not remember your SNILS number
getting SNILS
from your employer.
they will submit your information and completed application to the Social Fund of Russia.
SNILS will be delivered to your employer within five business days at a branch of the Social Fund of Russia or MFC office:
- you will need the original passport and its notarized translation
- passport translation is not required for citizens of the Republic of Belarus
once you know your SNILS, create and confirm a Gosuslugi account
this can be done at a bank office or at an MFC — they will help you register and verify your identity
you will need:
- the original passport
- SNILS (Individual Insurance Account Number)
- email address or a phone number from a Russian operator
once your account on Gosuslugi is verified, visit a bank’s office to register your biometric data (voice and face) in the Unified Biometric System
you will need:
- your original passport with notarized translation (citizens of the Republic of Belarus do not need translation)
- SNILS (Individual Insurance Account Number)
- verified account on the Gosuslugi portal
- email address or a phone number from a Russian operator
confirm the accuracy of your data with the number used on Gosuslugi
to do this, follow step-by-step instructions or visit the nearest beeline office — we will help with the instructions
contact a beeline office in the following cases:
- if you have changed your passport
- if the SIM card is registered to another person
- if you have Russian citizenship
please note: no more than 10 phone numbers per foreign national are allowed — numbers from all telecom operators count
check your numbers in the Gosuslugi app
If you have more than 10 numbers, you can reassign unused numbers to other subscribers or terminate contracts with other operators, otherwise all numbers will be blocked
* the above changes regarding foreign citizens do not apply to employees of diplomatic missions, consular institutions, representatives of international organizations, and their family members
foreign citizens holding confirmed accreditation status on the territory of the Russian Federation under the Ministry of Foreign Affairs of the Russian Federation can contact the nearest beeline office or call 0611 (beeline subscribers), 8 800 700-06-11 (all operators), +7 (495) 797-27-27 (from abroad). they will need: a passport and a document confirming accreditation (e.g., diplomatic, service, or consular card, personnel card, ID).
